Only US citizens can vote for members of Congress thus reapportionment must be based on US citizenship.  (Local governments can allow illegals to vote, for example mayor, if they so choose.)  The federal government controls federal elected positions, which only includes President and VP and the house and senate.  A citizenship question is a necessity for federal elections. If I were president, I would create separate election dates for these positions to be held on days with no state or local elections in order to prevent election fraud in federal elections.  These local sanctuary cities are allowing illegals to vote in local elections and as a by-product, the illegals are probably voting in federal elections.  This whole scheme of illegal voting  is a fraud on the taxpayer and our American way of life.
