Article 1, Section 2 of the United States Constitution addresses the House of Representatives, how are they to be chosen and their qualifications. One qualification is that you must be a citizen of the US for at least seven years. The article then proceeds to address how the members of the House are apportioned among the states. It commands a 10 year census in order that the number of representatives be determined according to population. “Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.” The first word “Numbers” refers to number of states in the Union. The second word “Number” refers to population. The real question is whether you must be a citizen of the United States to be counted in the census. I would say yes. First, the Article addresses apportioning representatives and their qualifications. Second only US citizens are allowed to vote for US Representatives. Therefore you must be a citizen to be counted in the census.
